Scope and Contents

This collection contains records from the various Divisions, Boards, and Predecessor Agencies of the Montana Department of Community Affairs. The Department of Community Affairs records were integrated under one collection number to help facilitate access and reduce redundancy in the MTHS catalog.

Subgroup 1: Department of Planning and Economic Development

This subgroup (1935-1974) consists of records created by the Department of Planning and Economic Development and its predecessor agency, the Montana State Board of Planning.

Records of the Department of Planning and Economic Development consist of outgoing and general correspondence, minutes, press releases regarding Big Sky, reports, speeches, subject files (including topics such as alcohol based fuel, anti-ballistic missile areas, population statistics, economic and housing surveys, forest resources studies, medical facilities, mining, and industrial development in various cities and counties), a writing by Merrill Burlingame regarding the Gallatin Valley, miscellany, and clippings regarding Big Sky. The records of the Montana State Planning Board consist of general and interoffice correspondence, minutes, speeches, subject files (including topics such as mining and industrial development in various cities and counites), miscellany, and clippings regarding the activities and opinions of the board.

Subgroup 2: Department of Intergovernmental Relations

This subgroup (1973-1980) includes records created by the Department of Intergovernmental Relations and consists of two sub-subgroup groups, which represent divisions and councils associated with the Department of Intergovernmental Relations: Economic Oppurtunity Division and the Montana Poverty Council.

The Economic Oppurtunity Division sub-subgroup consists of responses from other states to a survey questionnaire concerning state expenditure of Federal General Revenue Sharing funds. There is no box-folder listing for this sub-subgroup. The Montana Poverty Council sub-subgroup consists of general correspondence, including some minutes from the Montana United Indian Association, legal documents, minutes, organizational materials, printed materials, and subject files.

Subgroup 3: Department of Community Affairs

This subgroup (1973-1984) consists of general Community Affairs records as well as records for the sub-subgroup, Research and Information Systems Division. Records for the Department of Community Affairs include reports by the Montana Department of Community Affairs, the Department of Intergovernmental Relations, the Department of Highways, the Economic Development Task Force, the Coal Board, the Montana Economic Opportunity Office, and the City of Helena, concerning the various components of Montana's economy, and proposals to influence the direction and type of economic development. Records for the sub-subgroup, Research and Information Systems Division, consist of general correspondence, financial records, legal documents, reports, subject files, and miscellany.

Historical Note

Predecessor Agencies: Montana State Board of Planning, Montana Department of Planning and Economic Development, Montana Department of Intergovernmental Relations

In 1934, the Special Session of the Legislative Assembly established the Montana State Board of Planning as an ex-officio part of the State Water Conservation Board. In 1935, the Legislative Assembly established the State Planning Board in its own right. Although it was to be composed of the same members as the State Water Conservation Board, the Planning Board now had its own policies and directives. The Board was charged to use scientific knowledge and foresight to assist in "solving the complex problems of Montana, thereby effecting more immediate stabilization of the agricultural, livestock, mining and other industries of the state and bringing about more efficient, economic and fuller use of the manifold resources of Montana."

The State Water Conservation Board provided funding for the State Planning Board, which could appoint an advisory council of five citizens. However, due to a lack of funding provided by the State Water Conservation Board, the State Planning Board remained effectively inactive from 1941 to 1955. In 1967, the Legislative Assembly abolished the State Planning Board and replaced it with the Department of Planning and Economic Development. In 1970, the Department consisted of five Divisions: Administration, Community Development, Industrial Development, Research, and Information Systems. The Planning and Development Commission, which consisted of seven members appointed by the Governor and included the Governor, governed the Department of Planning and Economic Development. This Department was responsible for promoting the planning and development of the state’s economy.

The 1971 Executive Reorganization transferred this Department to the newly created Department of Intergovernmental Relations as the Planning and Economic Development Division. The Planning and Development Commission was abolished at this time. The Department of Intergovernmental Relations consolidated various units that dealt with local government, federal government, or both. In 1975, the Department was renamed the Department of Community Affairs.

In 1976, Community Affairs consisted of the following Divisions and Boards: Aeronautics, the Economic Development Division, the Planning Division (these two Divisions split from the Planning and Economic Development Division; Planning Division was renamed Community Development Division in 1979), Research and Information Systems Division, Human Resources Division, Local Government Services Division, Housing Division, Centralized Services Division, the Board of County Printing, Board of Aeronautics, Indian Affairs Unit, and the Old West Unit.

Following another executive reorganization in 1981, the Department of Community Affairs was abolished. Approximately half of its Divisions were transferred to the newly created Department of Commerce, including Aeronautics, Community Development Division (formerly named Planning Division), Centralized Services, the Coal Unit, the Coal Board, Indian Affairs, the Board of Aeronautics, and the Board of County Printing.

Arrangement

This collection is arranged into three subgroups, represented by the Predecessor Agencies of, as well as, the Department of Community Affairs. Two of the subgroups contain sub-subgroups, which represent Divisions, Councils, or Programs associated with that agency.

In 2025, the various collections of the Montana Department of Community Affairs were integrated under one collection identifier, RS 505, in order to help facilitate access, reduce redundancy in the Montana Historical Society Library & Archives catalog, and to follow best archival practices.

Collections related to the Montana Department of Community Affairs that were previously treated as separate entities are now integrated into this collection, RS 505. Rather than reprocessing over 11 linear feet of Community Affairs materials, MTHS staff decided to keep the past arrangement of those collections/finding aids and provide access to them via links in this central finding aid. This decision has allowed the MTHS archival staff to maintain intellectual control over the collection, while removing the need to reprocess it. It also keeps State Agency finding aids at manageable sizes.

Each of the links above will redirect the user to a specific subgroup or sub-subgroup of the Montana Department of Community Affairs. There may be some overlap or inconsistencies in terms of which records are in which subgroup or sub-subgroup, as these collections have NOT been reprocessed or physically moved.
