These records of the 38th U.S. Congress (1863-1864) consist of two copies of House Resolution 15 "An Act to provide a temporary government for the Territory of Montana", one as amended by the Senate and one as finally passed; a conference committee report resolving the differences between the two versions; and an act by the 40th Congress (1867) amending this resolution regarding judicial system issues.
