The bulk of the collection consists of the official record from the public hearing held in Helena from November 18 through December 7, 1946, and the exhibits presented to the examiner by both sides during the hearing. There was a total of 176 exhibits (index in Box 4), including maps, graphs, charts, photographs, letters, journals, articles, logs, newsclippings, court records, and legal documents dating from 1821 dealing with the issue of the navigability of the Missouri River.
