Biographical sketch

From 1971 until 1987 the internal finances of the Department of Highways were controlled by the Accounting Bureau. In 1988 the Department of Highways Financial Management Bureau was formed to assume fiscal responsibility. In 1991 the Department of Highways was renamed, but the Financial Management Bureau retained its name and its functions.
