Historical Note

The State Lottery was created by a citizen’s referendum in 1986 to help generate revenue in the state of Montana. Initially, the revenue went to the Superintendent of Public Instruction. In 1995, the Montana legislature passed a law that redirected funds from the Superintendent of Public Instruction to the State General Fund. In the early 2000s, the Lottery division was transferred from the Department of Commerce to the Department of Administration. According to MCA 23-7-201 and 23-7-202, the Lottery is operated by the State Lottery and Sports Wagering Commission, which consists of five members appointed by the Governor. At least one member of the commission must be an attorney licensed to practice law in Montana and another must be a licensed public accountant. This commission oversees Lottery policies, operations, and determines Lottery products, games, and prizes. Since 1986, the Lottery has generated approximately 320 million dollars.
