This collection is a subgroup (Division) of the Montana Department of Public Health and Human Services records, RS 495. Please see the primary finding aid for more Montana Department of Public Health and Human Services records.
The Department of Health and Human Services, Addictive and Mental Disorders Division records are composed of the general correspondence of workers within the division; miscellaneous correspondence consisting of letters received by the governor of Montana regarding matters relevant to the division, as well as his replying correspondence; attendance reports from mental health institutions; and subject files. Within the collection are also the records of the Managed Care Bureau, which is part of the Addictive and Mental Disorders Division. The Managed Care Bureau records include case files consisting of drafts of and responses to the department’s Managed Mental Health Access Plan and the Managed Care Request for Proposals, and the records of the Mental Health Managed Care Advisory Group and the Mental Health Access Plan Advisory Group; and subject files pertaining to the mental health care system of Montana. Finally, the third subgroup in the collection consists of case files pertaining to the Montana State Hospital campus redesign initiative that took place in the 1990s.

Biographical / Historical
The Legislature established the Department of Public Welfare in 1937, consolidating state welfare activities. The Department was responsible for the administration of all forms of public assistance, including general relief programs and supervision of institutions caring for the dependent, delinquent, or mentally or physically handicapped. In 1971 the Department of Public Welfare was abolished and its functions assumed by the newly created Department of Social and Rehabilitation Services (SRS). The SRS assumed the functions of various state agencies, including functions pertaining to vocational rehabilitation and education; the Commission on Aging; and the Council on Human Resources. The SRS administered all forms of public assistance, child protection, and child welfare; gave consultant service to private institutions providing care for the needy, indigent, handicapped, or dependent; developed provisions for services to the blind; supervised county boards of public welfare; and administered all funds allotted for public welfare activities. State government reorganization in 1995 combined the SRS with portions of the Department of Health and Environmental Sciences to form the Department of Public Health and Human Services.
The mission of the Addictive and Mental Disorders Division (AMDD) is to implement and improve an appropriate statewide system of prevention, treatment, care, and rehabilitation for Montanans with mental disorders or addictions to drugs or alcohol. The division provides chemical dependency and adult mental health services by contracting with behavioral health providers throughout Montana. It also provides services through three inpatient facilities-the Montana State Hospital in Warm Springs, Montana Chemical Dependency Center in Butte, and Montana Mental Health Nursing Care Center in Lewistown.

This collection is comprised of DPHHS's Addictive and Mental Disorders Division records (now Behavioral Health and Developmental Disabilities Division) and includes correspondence, reports, and subject files. Also included are case files of the Mental Health Managed Care Advisory group and the Mental Health Access Plan Advisory Group, as well as case files pertaining to the Montana State Hospital campus redesign project of the 1990s.

Processing Information
In 2024, the various collections of the Montana Department of Public Health and Human Services were integrated under one collection identifier, RS 495, in order to help facilitate access, reduce redundancy in the Montana Historical Society catalog, and to follow best archival practices.
Collections from Montana Department of Public Health and Human Services' various Divisions and Bureaus that were previously treated as separate entities are now integrated into this collection, RS 495. Rather than reprocessing over 150 linear feet of DPHHS materials, MTHS staff decided to keep the past arrangement of those collections/finding aids, and provide access to them via links through the central finding aid. This decision has allowed the MTHS archival staff to maintain intellectual control over the collection, while removing the need to reprocess it. It also keeps State Agency finding aids at manageable sizes. Please read the scope and content note carefully to determine if this subgroup/sub-subgroup pertains to your research needs.
