This collection is composed of subject files and court papers.
The subject files series primarily includes revised versions of manuals for programs on Food Stamps, Aid to Families with Dependent Children (AFDC), Medicaid, and the Low Income Energy Assistance Program (LIEAP).
The court papers series contains records on Fair Hearings Trials. Please note that some information has been marked as restricted due to the presence of social security numbers.

Biographical / Historical
The Legislature established the Department of Public Welfare in 1937, consolidating state welfare activities. The Department was responsible for the administration of all forms of public assistance, including general relief programs and supervision of institutions caring for the dependent, delinquent, or mentally or physically handicapped. In 1971 the Department of Public Welfare was abolished and its functions assumed by the newly created Department of Social and Rehabilitation Services (SRS). The SRS assumed the functions of various state agencies, including functions pertaining to vocational rehabilitation and education; the Commission on Aging; and the Council on Human Resources. The SRS administered all forms of public assistance, child protection, and child welfare; gave consultant service to private institutions providing care for the needy, indigent, handicapped, or dependent; developed provisions for services to the blind; supervised county boards of public welfare; and administered all funds allotted for public welfare activities. State government reorganization in 1995 combined the SRS with portions of the Department of Health and Environmental Sciences to form the Department of Public Health and Human Services.
The mission of the Quality Assurance Division (QAD) is to promote and protect the health, safety, and well-being of people in Montana by providing responsive, independent assessment and monitoring of human services, through respectful relationships.
Some of the responsibilities of the division include:
Licensing and/or certifying health care, child care, and residential services;
Detecting and investigating abuse and fraud committed by recipients of Temporary Assistance to Needy Families (TANF), Medicaid and Food Stamp programs;
Performing federally mandated quality-control reviews of the Medicaid and Food Stamp programs;
Providing independent fair hearings for clients and providers participating in DPHHS programs;

Processing Information
In 2024, the various collections of the Montana Department of Public Health and Human Services were integrated under one collection identifier, RS 495, in order to help facilitate access, reduce redundancy in the Montana Historical Society catalog, and to follow best archival practices.
Collections from Montana Department of Public Health and Human Services' various Divisions and Bureaus that were previously treated as separate entities are now integrated into this collection, RS 495. Rather than reprocessing over 150 linear feet of DPHHS materials, MTHS staff decided to keep the past arrangement of those collections/finding aids, and provide access to them via links through the central finding aid. This decision has allowed the MTHS archival staff to maintain intellectual control over the collection, while removing the need to reprocess it. It also keeps State Agency finding aids at manageable sizes. Please read the scope and content note carefully to determine if this subgroup/sub-subgroup pertains to your research needs.
