Scope and Contents
This collection is a subgroup (Predecessor Agency) of the Montana Department of Public Health and Human Services records. In 1995, the Department of Social and Rehabilitation Services combined with the Department of Health and Environmental Sciences to form the Department of Public Health and Human Services. This collection consists of seven subgroups. The Director's Office Subgroup includes a Correspondence series (1971-1992), a Reports series (1987-1988), and a Subject Files series (1971-1989) from the Department of Social and Rehabilitation Services Director's Office. The Board of Social and Rehabilitation Appeals Subgroup consists of one series, Minutes of proceedings of meetings (1971-1987). This board is the predecessor of the State Board of Public Welfare. The Claims Settlement Advisory Council Subgroup consists of one series, Minutes of proceedings of meetings (1971-1978). The Developmental Disabilities Advisory Councils Subgroup contains Organization Records and minutes, reports, and miscellaneous records (1973-1975, 1985-1988) of the Services and Facilities for the Developmentally Disabled Advisory Council, the Developmental Disabilities Advisory Council, and the Developmental Disabilities and Planning Advisory Council. The Early Intervention Advisory Council Subgroup includes organization records, press releases, and miscellaneous records (1987). The Advisory Council was also known as the Early Intervention Interagency Coordinating Council. The Social Services Advisory Council Subgroup, later known as the State Community Coordinated Child Care Advisory Council or 4-C's Council, contains general correspondence, organization records and minutes, and reports (1971-1974). The Youth Development and Delinquency Advisory Council Subgroup consists of general correspondence, organization records and minutes, and project proposals (1971-1974). Biographical / Historical
The Montana Legislature created the Department of Social and Rehabilitation Services in 1971, to be headed by a director appointed by the governor. It assumed the functions of various state agencies abolished by the Legislature: the State Department of Public Welfare and its units; the State Board of Education Division of Vocational Rehabilitation and other functions pertaining to vocational rehabilitation and education; the Commission on Aging; and the Council on Human Resources. The Department administerd or supervised all forms of public assistance, child protection, and child welfare; gave consultant service to private institutions providing care for the needy, indigent, handicapped, or dependent adults; cooperated with other state agencies and developed provisions for services to the blind; provided services in respect to organization and supervised county departments and boards of public welfare; and administerd and supervised all state and federal funds alloted for public welfare activities. A state government reorganization in 1995 combined the Department of Social and Rehabilitation Services with the Department of Health and Environmental Sciences to form the Department of Public Health and Human Services. The change was effective July 1, 1995. All records created after July 1, 1995, can be found under the Department of Public Health and Human Services.
