Scope and Contents
These records (1971-1982) of the Governor's Employment and Training Advisory Council, and its predecessor the Montana Manpower Planning Advisory Council, include minutes, organization materials, and annual reports. Also included are minutes from the CETA Implementation Task Force, the Policy Committee, the Youth Subcommittee, and the Service Committee.

Biographical / Historical
The Montana Manpower Planning Advisory Council was created by Governor Forrest H. Anderson, under the Executive Reorganization Act of 1971, and was strengthened in 1973 in compliance with the federal Comprehensive Employment and Training Act (CETA). Its goal was "to develop program priorities and make recommendations to [the] Governor for manpower program funding." In 1976 the council was renamed the Governor's Employment and Training Advisory Council, and the staff was transferred from the Governor's Office to the Department of Labor. Two years later the staff unit was renamed the Employment and Training Division, and in 1982 was united with the Job Service Division to form the Job Service and Training Division. The Governor's Employment and Training Advisory Council was disbanned in 1983 as a result of the passage of the Job Training Partnership Act (JTPA), which replaced CETA.
